成立依据与性质Basis of Establishment and Nature
- 工委会依据国际商会相关规则与章程设立，在业务上接受国际商会中国国家委员会指导，在产业上联合能源、化工、航运、航空与认证领域骨干单位共同发起。The Working Committee is established under the relevant ICC rules and charter. It receives business guidance from ICC China and was jointly founded by leading organizations in energy, chemicals, shipping, aviation and certification.
- 工委会为非营利性产业协同组织，以推动绿色燃料产业链健康发展、促进国内外产业对接与规则衔接为宗旨。The Working Committee is a non-profit industry collaboration organization dedicated to the healthy development of the green fuel industry chain and to domestic and international industry matchmaking and rules alignment.
宗旨与核心职责Mission and Core Responsibilities
- 产业研究：组织绿色燃料上中下游产业研究，发布年度报告与专题成果。Industry research: organizes upstream, midstream and downstream research and publishes annual reports and thematic outputs.
- 标准与规则：推动绿色燃料碳核算、产品标准与认证体系的衔接互认。Standards & rules: promotes alignment and mutual recognition of carbon accounting, product standards and certification systems.
- 国际对接：依托国际商会全球网络，组织中外产业供需对接与合作交流。International matchmaking: leverages the ICC global network to organize China-international supply-demand matchmaking and exchanges.
- 政策建言：归集产业诉求，向主管部门与标准机构提出政策与标准建议。Policy advice: collects industry demands and submits policy and standard recommendations to regulators and standards bodies.
- 会员服务：为会员单位提供商机推送、数据服务、活动席位与国际通道。Member services: provides members with opportunity push, data services, event seats and international channels.

- 绿色燃料是典型的全球贸易型产业，标准、认证与贸易规则高度国际化，需要有国际规则背书的组织牵头建设公共平台。Green fuel is a typical globally traded industry. Standards, certification and trade rules are highly internationalized, so a public platform led by an organization backed by international rules is needed.
